The best I can do is a couple of guesses.
At worst, someone has added a censor tape to a cover to make it more collectible.
Better, since this involved mail to an Imperial Airways Captain (presumably pilot), he had it in his pocket when he got to GB and it was treated to Travelers' Censorship.
I note that 3521 is not recorded in Konrad's 12/16 PC66/90 listing. I also note stat numbers in the 3500-3526 sequence have a high percentage of examiners who were handling more sensitive -- Allied forces, POWs and Irish -- mails. TC mail being much scarcer than regular mail, I could see 3521 not having shownp u until now because it was assigned to a TC examiner.
