Croatia Censor 1944

see this item from Zagreb to Switzerland, August 1944. This was the period when there was the Ustaša – Croatian Revolutionary Movement regime. I could not find anything matching in the bulletin index. Can anyone comment on the circular censor mark "Cenzura / Zagreb"?
