San Juan/Charlotte Amalie censor?

Here is an airmail cover postmarked April 3 1942 at Charlotte Amalie to Detroit. The return address is Haenen Genin of St Barth’s French West Indies. There are no transit, routing or receiving marks on the back. The cover was opened by an examiner and resealed with a distinctive label L1.2.1 with printed censor C 102 and amended by handstamp to 14200. This label is recorded in Mayo and Broderick’s catalog as used by San Juan examiners from December 1941 with provisional examiner numbers C 5 to C 64.
According to Mayo and Broderick a substation of the San Juan censorship office was established at Charlotte Amalie Feb 12, 1942 and closed August 31st 1942. Examiner numbers 14190 to 14300 were assigned in General Order 56 dated May 1, 1942 to Charlotte Amalie. General Order 24 of February 2, 1942 allocated examiner numbers 14001 to 14200 to San Juan, while General Order 56 of May 1, 1942 allocated numbers 14001 to 14189 to San Juan and numbers 14190 to 14300 to Charlotte Amalie.
This leads me to some questions
Has anyone owned or seen other L1.2.1 lables with amended numbers?
Could examiner 14200 have moved to Charlotte Amalie in April three weeks prior to the publication of General Order 56 on May 1?
Are there any L1.2.1 with provisional numbers higher than the 102 on this cover?
