Yes, there are several books wih informations about Central and South America
airmail routes + rates + airmail surcharges during the WWII. They covering what the title explains, in spite of they have not systematic rates primary sources. Anyway they have a large quantity of such data, organized by counry, at least seen on covers and cards.
The Proud and Boyle Jr. books covers a large quantity of WW countries plus their rates.
Here you have 4 of them (expensive books).
