COLOMBIA WITH USA POSTAGE STAMP

I have purchased a Colombia to US cover .Sent from Colombia 15 April 1942 censored by D/8827 dated 17 April in Jamaica and with 19 April back stamp for New York
This would be a common cover, but what I find strange is that in the lower left of the cover is a 10 Cent purple Special Delivery stamp of the US tied to the cover by a post office hand stamp with the Jamaican censor label over a section of this stamp.
Would such stamps be used outside of america
