Civil Censorship Study Group

I have just got this cover and I have not seen or can found out about this passed by censor mark. The other Southern Rhodesia items I have are all from Civil Internment Camps. Any help at all about this censor mark would be good. Thank you in Advance.

It is listed in the CCSG Africa book as handstamp IIIB. See the publoicatins page if you want to buy a copy of that catalog.

Somewhere I developed the idea that this was a marking left over from WWI. Can anyone help with that?
