Is A17 on this envelope the inspector's mark

This envelope has a handwritten letter and number similar to A17.
What does it mean?
Is this the mark of the inspector in Petrograd?
Looking forward to receiving answers and clarifications from all friends

In addition, there are three handwritten instructions on the back of this envelope that should have been written by postal staff or inspectors during the transit process. Could you please take a look and tell me what they are and what they mean?
