Cover to Holland - label query

I am trying to identify the type of label on the attached cover. Being new to this group and topic, I am hoping someone may help me. I have a copy of Graham Mark's book and supplement but cannot seem to reconcile the label with any description. I bought the cover being a perfin collector and have now become fascinated by civil censorship during WW1.

I think it is Type 4 (sub-type in the lower right corner) .
