China declared war with Germany and Austria on August 1917, meanwhile, China Post enforced of strict censorship of domestic and foreign mail in the nationwide include at: Treaty ports; Provincial capital city; Mail exchange point and alien residence places.

This is the Type 1 inspector mark in Peking, also it is the earliest known mail censored in Beijing
