This manuscript "form" came inside the cover returned by censor. The pattern of discoloration on the letter that was also in the cover strongly suggests that the letter and the form had been on contact for a considerable time, so that we may assume that the form was returned inside this cover.

Thanks to Graham and to one of my former customers from Turkey, I am able to report that the "enclosure" probably was an internal censorship memorandum that should not have been sent back to the sender when the cover was returned. The information in black translates names and addresses into Turkish. The red text (repeated on the cover) says "detain."
