Please ask a philatelist proficient in Russian to help distinguish the handwritten Russian on this envelope。
Where were these two Russian words written by the inspector? What is the content of the writing?

On these two exhibition sheets, there are similar handwritten texts by inspectors

I do not think that this item was detained in France. I know a few other items with this French mark, but all of them were strongly related to Turkey. My current understanding is that the Turkish censorship detained this item (probably in 1914). When French troops came to Constantinople after end of 1918, they apparently released some detained covers in 1920 with this French mark. See the Stamboul (Constantinople) post mark from 1920, this was applied when the item was returned to the post.

You are right. This letter was not detained in France, but it was not detained in Türkiye. It was detained by the inspectors in Bukhara via the Central Asia Post Road.
